No. If you want to play them elsewhere you can.
i thought you wanted to pause ruby pheonix and do a different pfs adv to level up a guy so he gets better rewards from ruby phoenix when you asign it to him...
I am. I will be running a different scenario tonight. If you wish to play your Ruby Phoenix guy in that scenario, at his normal level, you can.
