Not that I am aware. I did a search for Aquatic Elf in the Additional Resources and came up with nothing. I did find this for Inner Sea Races, "The racial heritages section from page 236–254 is a legal resource when qualifying to play a character of a different race, much as if the player owned a copy of the corresponding Bestiary or Advanced Race Guide." The section does discuss Aquatic Elves (and many other races). I take this to mean that you can use the section of the book if you have a boon that lets you play a strange race.
I also checked the Guide for Season 7 and the only races listed are CRB races, kitsune, nagaji, tengu and wayang.
My guess is that this is a Hero Lab bug or something changed between the Hero Lab Update and the Additional Resources update.
