I see that you could give them to a brand new character, but that kinda defeats the purpose of the Mantle of the Black Rider boon. Each sheet for RoW has a boon called Mantle of the Black Rider. Each Mantle has a different effect, but all the effects are larger per Mantle you have. For example, the first Mantle allows you to add +1 to a stat of your choice for 1 minute (once a day). For each Mantle you have, you can increase the stat bonus by 1.
They are for seeker PFS characters or you can apply them to a brand new character for reduced gp.
