To quote the updated Additional Resources, "To create a goblin character, you must have a Chronicle sheet that opens the race as a legal option at character creation."
This means that goblins will be joining PFS but they are not an always available race. Not sure where you can get such a chronicle sheet but I expect that they will be available at conventions and game days.
Apparently this chronicle was the prize for surviving this year's special, Race of the Runecarved Key Part 2.
